In a world unceasingly exposed to rapid and often profound conditions for change, inter- State institutions are often precarious. Consequently, a decade, though of little account in the unfolding of time, nevertheless constitutes~ remarkable stage which endows this celebration of the 10th Anniversary of our Organization, which I am proud. And honored to attend in person, with historical meaning and import. Is not the fact that many highly responsible authorities of Africa are here in Addis Ababa to commemorate the birth of the Organization of African Unity ten years ago a most significant indication of the reality and deep-rootedness of our Organization's and of its faith in its destiny?
